A used US car cannot have a Certificate of Conformity, and in most countries it does not go through EU individual approval either. What it actually goes through, per country.
US-origin cars now clear the EU at 0% duty until the end of 2029. A US-bought Japanese car does not. Origin is not the same as where you bought it.
